Each Trainer uses 6 pokémon each. Double Battle.
Levels: Any, up to lv100.
Eligible Pokémon: Legendary Pokémon only. (This makes sense, as the prize is essentially being able to catch a Pokémon which controls either space or time, so legendary pokémon should be used to fight for that right. This battle should be as massively epic as possible.)
For those who need it, eligible pokémon are as follows:
Articuno, Zapdos, Moltres, Mewtwo, Mew, Entei, Raikou, Suicune, Lugia, Ho-oh, Celebi, Regirock, Regice, Registeel, Kyogre, Groudon, Rayquaza, Latios, Latias, Deoxys, and Jirachi.

Would fledgeling trainers such as myself need 7-8 badges to control the higher level legendary pokemon?

Ooh, good thinking, Laoshi Lang. You do need the 8th badge to control lv 100 Pokémon... Though I suppose you could play on someone else's game after trading them to it. A topic for the next meeting, for sure.
